Some workaround tips I've developed: Almost any action that forces the panel to redraw itself will temporarily fix the problem. This is why doing things like changing styles and moving panel orientation gives temporary relief. My usual maneuver is to briefly change the size of the panel in "properties" by one pixel and then immediately back to the original value again.
