When using the new style scroll bar (the one that is a thin orange line
then changes to have up and down arrows when hovered upon) if the user
hovers over the arrows and scrolls down the icons will scroll up past
the bottom of the content. If the user then moves the mouse away from
the arrows they are stuck and unable to scroll back up, the only
solution is to resize the window to refresh the icon display.
