I checked again the window and you are right, Omer, the participants' window is there but it starts collapsed and the user does not know that he/she has to expand it to check the participants in the IRC chat window. This did not only happen to me but to also other participants in the chat I was participated.
So the but has to be changed to : chat window in empathy starts with participant window collapsed and has to be manually expanded.
