you can report a new bug if you want but these type of bugs are generally not fixed in LTS releases. only crashes/critical regressions are fixed. and a normal user wont go to remove mail-notification and also when its being removed it tells you that empathy will also be removed. PS: the problem could also be caused by any ppa you are using since the package mail-notification does not come with ubuntu-10.04 pre-installed.
