Public bug reported:

Binary package hint: gnome-panel

Like the system guess I use Ubuntu 10.4 and have a problem, I moved panel(which
is by default located at the bottom) to the left or right of a screen. When I
have opened 8 or less programs it's ok, but when I opened it more it's start
blinking(if a see correctly it want to make to columns and then one and then
looping inside that). This also use a lot of cpu and my system become slowly
after that.
