I can reproduce this bug in Ubuntu 10.10. "Paper Size" option is gray and cannot be changed on "File - Print - Page Setup menu" in Evolution 2.30.3. It is selected and fixed as "US Letter" by default. This setting probably comes from my locale which is LC_PAPER="en_US.utf8". Whatever locale they use, I cannot see any reason for users not being able to choose their paper size freely. This is a real annoyance and I believe it needs an urgent fix.
