@Chris if there is only one user on the computer wouldn't it be logical that they changed the system settings when changing their themes. On another computer they can just assume a diffrent system theme. That was the whole point of this bug that since there is only *one* user that user setting should escalate to system wide settings. I think this wouldn't lead to confusion and users can grasp this.
