Putting an icon in /etc/skel so it is copied to the user profile seems
wrong for several reasons:

1) Current users with the stock icon will still have the current stock icon 
after upgrading (only new installs and new profiles will get it)
2) Chaging the default icon again in the future is practically impossible once 
it has been copied to user profiles

If you want to change the default, you should just change it in the
theme instead.
