When you say that "gedit think it's a weird encoding" that is correct to assume. >From what I recall wget.info isn't a regular file; It's a GNU Info binary >document originally formatted from a texinfo typeset text. It should be read/interacted with info because it contains special formatting and hyper-links.
As of the latest releases [citation needed] gedit will not crash, but will "gracefully" refuse to open this or any other binary files [0].
