On the 10.10 64 bit VM I removed the remnants under /etc/init.d/nfs*.  I
then rebooted it and ran shares-admin.  This time when I clicked
"Install services" I was prompted for my password.

On a newly installed 10.10 32 bit physical machine with all current
updates I was prompted as expected.

It appears that the issue is some interaction between the OS and VMWare
player.  I do not use shares-admin.  I ran it just to attempt to assist
a user on linuxquestions.org who was getting a prompt only to install
NFS and not SAMBA which is what he wanted to do.

I have no problem with this bug being closed or canceled.
