Some additional thoughts.

Irrespective of which changes we agree upon at last, considering the
high importance of this issue they ought to be implemented, and people
given sufficient time to test them, in good time for the Natty release.
To make testing easier, I created ppa:gunnarhj/locale-test and uploaded
versions of the gdm and language-selector packages that include the code
changes I suggest. It means that we now can test the solution by just
installing the binary files (provided that we upgrade to Ubuntu 10.10).
Example:

    sudo dpkg -i language-selector_0.6.6localefix1_all.deb

Martin, you mentioned an upstream bug, because of the assumed size of
the GDM patch. As regards a significant GDM UI change, I still don't
believe it will be necessary. I believe that we are just about to turn
GDM's locale selector into a country/region specific language selector.
(I took pains to clarifying my view when I formulated the PPA changelog
entries.)

Problably _some_ remaining code tweaking will prove to be motivated, and
I'll be happy to help with it. But wouldn't it be better if our further
discussion and testing take place concurrently?
