There are two issues here, firstly that the gconf key for *completely
hiding* the icon, should in fact work. I was assured so, and haven't
touched that part of the code - If in fact it doesn't work, that's a
bug, I'll happily fix.

Secondly, the icon beside the layout label is because we couldn't change
the api in the application indicators to hide the flag and show the
label, this would have led to a messy changes in the code and probable
ABI breakage. (binary interface, you change this and lots of horrible
things happen, unicorns die etc...)
