It is inconsistent with document-based applications like OO.o, but is consistent with other desktop services and applications that have some sort of status/notification/indicator icon.
IM, microblogging, other music players, email clients, bluetooth, the network, are all examples of this - they all remain running, even when their windows are closed. Rhythmbox itself is an example as well, except that it spontainously exits when it finally stops playing.
