Personally, I've stopped using empathy for lacking this feature and a few others that would not be appropriate to mention on this bug. This bug should be moved to a high importance status considering that people online can be abusive, annoying, stalk you, etc. Not to mention spam.
I read that the reason this feature does not exist is because of the "available to all" philosophy. How much truth I do not know. If that is true and is what is keeping this feature from being added, please leave your home unlocked at night.
