Thanks for asking about status. We use the guidelines given by BugSquad in https://wiki.ubuntu.com/Bugs/Status. Alacarte is a Gnome application designed for Gnome. To use it with Xubuntu, you must install all the Gnome dependencies. After installing a fresh installation of Xubuntu 9.10, I installed Alacarte and edited the menus successfully.
