This bug (if it is a bug) also affects gimp 2.6.8 on XFCE 4.6.1 (Xubuntu 10.04). The toolbox, layers dialog, etc. are never represented in the task bar or task switcher. Only the main window (when it exists) or image windows are represented.
However, the toolbox and other windows are brought to the top whenever an image window is focused. I assume this behavior is intended to substitute for their representation in the task bar. It did not do this in KDE.
