Sorry if the replies seems arrogant but x-www-browser is a debian alternative and should not be visible to desktop users directly, the debian alternative system is working for all users, ie you can't set a different alternative for your user and an another one or the same system where the GNOME dialog set by user settings and doesn't require admin rights, there is no plan to change that though
