You have been subscribed to a public bug: If you have a Gnome panel with e.g. the Window List applet, any changes that occur will raise the Gnome panel "window" above a running screensaver. This is a serious disclosure/privacy issue as depending on a user's circumstances there may something confidential on the panel that is raised above the screensaver.
An extremely easy way to test this is to open the "Take a Screenshot" window ("gnome-screenshot -i"), set the delay to 10 seconds, then lock the screen during that waiting time.
