I first discovered this bug when using sub-tags that had no icon, but it
also fails if a top-level (parent) tag has no icon assigned to it.

1. Create a new tag as a sub tag of an existing tag, give the tag a name, but 
no Icon.
2. Assign that tag to an image. F-Spot displays the Icon of the Parent Tag.
3. Select a few images including the one just tagged.
4. Folder Export to standalone web gallery, select export tags and export tag 
icons.

The export then fails with the error window as shown in the original
post.

I expected the export to use the parent icon, as does f-spot when it
displays the image.
