Ubuntu better. What version of Ubuntu are you using?
In Ubuntu 10.04 you can open a file with evince and then choose File ->
Open a copy in the menu (or use Ctrl+N) to open a second window with the
same PDF -- do I understand your report correctly that this would solve
your issue?
