If i understand it correctly, recommend do not restrict installation. I tested newest iso: rsync://cdimage.ubuntu.com/cdimage/daily-live/current/maverick-desktop-amd64.iso and get same result. libdconf0 is not installed. I think at least empathy should depend on it.
