Sorry about the late response, I forgot I filed this.  The bug affected
me throughout a number of restarts, but it is no longer happening and
(as I have no idea what set it off to begin with) I have been unable to
replicate it.

I'll try and explain what happened better though.  The issue was that
the side panel was getting "stuck" after resizing it to become larger.
It would be taking up a large chunk of the screen and refuse to be
resized to a smaller size.  Then, upon making it larger, I would be able
to move it back only a few pixels before it would get stuck again,
settling at a net gain of taking up more of the screen then it would be
before.
