There is nothing in the foo.xml file. It would be the output file that got written to if gtk-builder-convert were successful. But having handed gtk-builder-convert an empty input file (/dev/null) the program crashes instead of issuing an error message.
All you should need to do is : gtk-builder-convert /dev/null foo.xml and the output on the screen that you get should look like the Traceback.txt file which is attached to this bug report.
