I have the same problem. I cannot adjust the display brightness neither with the brightness applet, nor with the power management options from gnome. This is annoying and a total dealbreaker for anyone using a notebook or netbook. It sucks out much battery life because of always having full brightness and it hurts the eyes.
It happened after installing the proprietary Ati 3D drivers. 3D acceleration works, but the brightness adjustment doesn't work anymore. I think this goes hand in hand with the issue that the boot-logo gets ugly after installing proprietary video drivers.
