The fn+f4 combination of keys does not enable a connected external monitor. This used to work in Ubuntu 9.10. I am using a clean install of Ubuntu 10.04, this has been installed for a few days and has been updated a couple of times. When I press fn+f4 nothing at all happens, but other fn key combinations do work E.g. fn+f7 and fn+f8 control the screen brightness.
