I have already resolved my problem , but I do not know is this a bug or normal behaviour: Empathy does not connect to ICQ when any ports except 80, 5222-5223 and 5190 are closed by the office router. Qutim connects to ICQ normally in this situation. So now all ports are open and Empathy works normal.
