The absence of any developers reaction may be caused, I mean, of that is not only file-roller fault. Backends (unzip and AFAIK p7zip too) do not have any option to convert codepage in filename. (BTW, ZIP archives use OEM codepage - that is 866 for cyrillic not 1251)
