yeah for the new indicator-sound, the design is to make the slider
inactive when the state is muted. This is the same for Pavucontrol. It
is only the G-V-A and mixer which follows the above mentioned pattern
which has its benefits.

Use case: 
Sound way too loud, user hits mute, user grabs slider, brings the level way 
down and releases hence unmutes. perfect
