Public bug reported:

Binary package hint: rhythmbox

When adding new tracks to the default folder for my music items, and Rhythmbox
is already running, it does not find the new tracks. In Preferences / Music,
the box for Watch my library for new files is ticked. If I select menu Music /
Scan removable media, it still does not find the new files.
There should be an option to force Rhythmbox to scan the hard disk as well as
removable media for new files, to scan its own music library location.
Currently the only way to get it to recognise new music is to close and reopen
Rhythmbox.

I am using Ubuntu 9.04, AMD64. Rhythmbox 0.12.0
