It is something more than Microsoft whim. In the West culture we are reading from left to right, from top to bottom. These are natural starting and ending points. So, the most convenient place for close button is a bottom right corner of window. That's why big buttons (Close, Apply, OK etc.) in bottom right corner of windows works so well. Top right is the worst place for close button.
