Thanks for your report. This problem is fixed since Karmic because we no
longer ship with a service file: the backends are started by D-Bus when
needed instead.

I don't think this problem will be fixed in Intrepid, though, because
that version is too old and the changes are too complex to do without
risk. I encourage you to upgrade to a newer version if you want to
benefit from the fix. Please continue reporting bugs in Ubuntu!

If you're having problems after this error with you packaging system, try 
running
sudo apt-get install --reinstall system-tools-backends
and possibly
sudo apt-get install -f
before.
