Public bug reported:

Binary package hint: gnome-power-manager

Automatic display brightness adjustment on battery doesn't work correctly for
arbitrary brightness levels.
The system appears to expect the starting brightness to always be 100%, so
falls down when it isn't.
The following assumes 'Reduce backlight brightness', and 'Dim display when
idle' are selected
First off, the correct behaviour:
1. Set brightness to 100%, while plugged in, or set it while not plugged in and
open the power manager
2. Unplug power or observe as power manager is opened that brightness drops to
around 50%
3. Leave system idle until brightness dims further.
4. Move mouse etc to 'wake' from idle, observe brightness return to that of
stage 2.
5. Plug in power, brightness returns to 100%

The bad behaviour occurs when either you don't start at 100% brightness to
begin with, or you change brightness manually after stage 2 above.
1. Try doing stage 1 and 2, then change the brightness manually, then open the
power manager again, for me brightness drops by 50% again.
2. Set the brightness manually and then let the system go idle and dim the
screen, for me the brightness will not go back up again when I 'wake' the
system.
