Hmm, I'm not certain, I don't have the space on my laptop to keep local music (I keep it all on my iRiver). However I've had music on a different PC using rhythmbox and it didn't take an age to scan all the content.
I just thought Rhythmbox might maintain a database of some sort so it wouldn't need to refresh the entire contents of the portable device every time it's plugged in. To be honest, I think "design feature" is a bit, well, it reminds me of the old saying "it's not a bug, it's a feature!"..
