I can confirm this bug on Dell Optiplex Desktops running an up-to-date dapper. This problem did not exist on breezy.
Note that I did not use GUI tools to configure CUPS, I edited /etc/cups/cupsd.conf and added ServerName myprintserver.mynetwork.ac.za. Printing is working, and sometimes after a print job the gnome-cups-icon uses 90% or more CPU until I killall gnome-cups-icon.
