I have noticed differences with the adduser command. Are system-tools user and groups following policy and using debians useradd/adduser facility with its administration hooks? Debian policy states: "Packages other than base-passwd must not modify /etc/passwd, /etc/shadow, /etc/group or /etc/gshadow."
