I started getting this problem shortly after upgrading to 9.10 from 9.04. At first, logging off and then back on seemed to do the trick.
now, a killall gnome-panel is required to get it to work and, as mentioned above, there seems to be some issue with the weather applet. when the log on/off was working, the wx applet was displayed. now, going the killall route, no weather app and trying to install it does not work either.
