As far as I know, this feature will prevent importing duplicate pictures, as long as all pictures have been hashed.
It does not, however, actually do anything with duplicate pictures that are already imported. That would be a nice feature to have, in my opinion. There is a third-party script which adds a tag to duplicate photos.
