The pcskeaker has simply been blacklisted to fix a bug that no one knows where is the problem. It is more bad than just change the state of a checkbox by default for a language. Perhaps this bug (with pcskeakers) has been marked has fixed because it was in one hundred paper-cut project I don't know...
