I wouldn't be complaining if a tool had been built to configure the login screen that was called something else. However there isn't even a command line solution to this configuration issue. It plain and simple the upgrade did not go as described or planned, resulting in a bug which unfortunately incorrectly displays the incorrect login screen. Until there is a solution this will remain a bug, doesn't matter who made what decision, or who's fault it is.
