No, evolution is not correct. The correct behavior would be to not allow messages to be moved, since IMAP does not support moving messages. If the Evolution devs want to hold to the official IMAP standard, then they ought to hold to it and only provide the user with real IMAP commands. Or stop supporting IMAP altogether. Sadly, I think that is the direction Evolution, and the rest of the world, is headed. The devs must believe that IMAP is an old standard who's day is waining.
