First, note that NetworkManager allows you to mark a connection has system-wide, so that it's started on boot, and you don't have to run nm- applet for each user at all. And more generally, NetworkManager is the way to go, network-admin is not really worked on by anybody (except possibly me if we find something easy to fix ;-) ).
That said, we can debug that problem. Could you run sudo killall /usr/bin/perl; sudo /usr/share/system-tools-backends-2.0/scripts/SystemToolsBackends.pl -m IfacesConfig -v and then, without killing the program, run network-admin from another console, and post both outputs here?
