Nobody is stopping you from updating to the latest version of a program before the next distribution is released. You can always build from the source on your own. You can also run the latest distribution before it is released. But it's not always a "simple crap" to do that, because there can be a bunch of dependency changes, which might affect other parts of the system. This is why we have releases, where everything is hopefully in a somewhat stable state. Try running Gentoo if you want to be able to upgrade to the latest packages with little regard to how it affects the rest of the system. It's a lot of work to get everything working together.
