AFIK the option "reduced resources" is not involved in this bugfix (it disables other things too). The patch released involves the gconf's key /desktop/gnome/interface/enable_animations. When this option is disabled there is no minimizing effect and MAYBE other effects in gnome are disabled too (i don't know which). When this option is disable i find my desktop much more responsive so I propose to add checkbox in System->Preferences->Appearence
