You have been subscribed to a public bug: The ability to easily disable/enable Services has been removed from Karmic Beta. This is inconsistent with the concept of making Ubuntu accesable to "noobs" and experts alike (i.e. reverting back to the CLI to adjust this).
Since this was there in Jaunty, I don't understand why it has been removed. I consider this a bug for the above reason and recommend that it be reinstated for Karmic.
