Having libfam0 listed as an alternative makes sense to me, so I don't think we should drop the shlibs file. If programs are linked against libfam then libfam0 should be allowed to satisfy that dependency. libgamin0 | libfam0 seems like the right dependency to produce for Ubuntu here (with semantics "libfam0 (mixed) virtual package, preferred alternative libgamin0").
