Jaunty (gnome) shutdown applet modifications need rough spots removed

Some people seem to like the addition to the shutdown gui which is new
with Jaunty (gnome), especially those who network their system or share
their computer. The rest of us don't need a shutdown delay of 60 seconds
(and isn't that much time a bit excessive?), especially when we are
restarting just to make a new program work, or while troubleshooting.
The shutdown applet should be more discriminate in producing that delay
dialog, in other words, the system should know whether there are other
open sessions, so that it will shut down or restart without any further
hassle to the single user.
