This has been partly fixed , in the latest version of nautilus, as in the icons of the desktop and the nautilus browser are now the same size. and the icons scale proportionately with the corresponding zoom levels in the prefs menu.. But adding options as described in comment #5 would be a feature request and needs to be dealt upstream
