I'm seeing this on debian - let me know if I should handle this through the debian folks, but it seems relevant here. debian squeeze provided gnome-screensaver-2.22.2 until recently, which worked. There was an update to gnome-screensaver-2.26.1, and it doesn't work there. Nor 2.26 on gentoo. Ah, and here's the ubuntu connection: it does seem to work with 2.24 on ubuntu.
