Changed to epiphany-extensions, as Smart Bookmarks is an extension. This does not necessarily have to be fixed upstream, as it can also be turned off and on with a gconf setting
/apps/epiphany/extensions/smart-bookmarks/dictionarysearch/open_in_tab is a boolean setting that the Smart Bookmarks extension calls to see whether to open the search results in a new tab. Regardless of whether the code is changed upstream to make opening in tabs the default, Ubuntu should ship with the above boolean set to "true."
