I've filed bugs via reportbug. I've _never_ received a confirmation, let alone instruction to use Launchpad. Frankly, one of the reasons people will use reportbug is because it's a whole lot easier than trying to figure out how to submit a bug in Launchpad (I've submitted about a half-dozen through Launchpad - it still isn't becoming simple). And disbelief that Ubuntu is STILL shipping with a broken reportbug, almost two years after this bug was opened (and more than one fix was announced as imminent) is quite understandable.
